She has held positions in the Federal IT and Cyber Security arena across a variety of Civilian Federal Agencies, was a founding member of the Federal CIO Council, and has chaired significant cross agency initiatives focused on improving program management and systems delivery.

Today, as an independent consultant, Ms. Condon assists organizations–providing integrated IT and Cyber Security support to their customer base. Ms. Condon is active in numerous organizations and helps facilitate government and industry collaboration.

Re-engineered the security program to address current, emerging, and strategic needs of the client’s mission functions and responsibilities. This included a recruitment strategy emphasizing a broader mix of information technology, cyber security experience, and skills. Also provided new cyber security offerings: scanning and continuous monitoring. As a result, captured new client engagements for these services.

Led information security for the Law Enforcement (LE) and Justice practice. Provided knowledge of emerging initiatives – positioning strategies that incorporated an understanding of both client needs and integration of the firm’s capabilities to meet the needs of federal agencies including the FBI and DEA. This included the capture of a major new engagement with a key LE agency.

Served in various leadership positions responsible for establishing and building key practice areas: Cyber Security, Privacy, Homeland Security, and Law Enforcement. Built each of these practices either from zero (Cyber Security & Privacy) or minimal presence to significant business areas of SRA. Captured new clients an major engagements in Homeland Security and Law Enforcement. As VP of Business Solutions Offering, assessed and redirected expertise and strategy for delivering: Data Analytics, Identity Management, Infrastructure Services and Wireless and evolved each into a horizontal discriminator for SRA. Represented SRA’s interests in the Federated Identity Cross Credential System (FiXs) Consortium focused on issuance of a single identity that would be recognized by all participants and adjudicated based on the requirements of the business function.

Senior executive responsible for implementing broader IT and cyber security issues impacting DOJ. Founding member of the Federal CIO Council which included developing a strategy to deploy the Clinger/Cohen Act (Information Technology Reform Act 1996). Leader in establishing the Investment/Portfolio Management Program (CIPC). Led the oversight of major IT acquisition strategies and programs including the FBI’s NCIC, NICS, IAFIS and Case Management systems. Security initiatives included DOJ penetration testing of their assets; digital signature pilots, and the department’s first security architecture. Led DOJ’s security program focusing on delivery of IT services and applications to meet mission needs – re-engineering IRM Policy to support information sharing and collaboration.

Led a full service IT organization responsible for supporting diverse business lines. AMS, a user fee funded agency operates on a P&L basis. Services provided include: IT infrastructure, a nationwide telecommunications network, software development, business process automation, acquisition of services and products. Challenges included: balancing the business requirements and Federal mandates, and variable business revenue streams. Acquired, developed and managed the principal IT systems utilized by the business lines including Market News, Cotton Classing, Federal Feeding Program Purchasing, Fresh Fruit & Vegetable Licensing, etc.

1991-1993

Processed Commodities Inventory Management System US Department of Agriculture

Reported to the Deputy Administrator of the Farm Service Agency. Assumed leadership of a fragmented, dysfunctional program supporting 3 major USDA agencies whose challenges included: significant cost overages, Government Accountability Office (GAO) & Congressional oversight hearings, changing requirements, distrust of the contractor, distrust of each other, ineffective contract management, inability to produce an accurate financial statement and the IT and customer communities that were located in multiple organizations and in multiple states. Result: within 18 months deployed the integrated, business focused food ordering, purchasing and distribution system- exceeding business program expectations, under budget and within the agreed upon timeline. This was USDA’s first successful cross-agency integrated program delivery system.
